State Fiscal Stabilization Fund — Government Services Fund

Economic Stimulus Learning Center - Education

States receive a second allocation, totaling close to $9 billion, that they can choose to use to support several kinds of government services, including the modernization, renovation or repair of public and, in this case, private college facilities, subject to some statutory limitations.

Funds cannot be used for:

  • “Maintenance of systems, equipment or facilities”
  • Construction, modernization, renovation or repair of stadiums or other facilities used primarily for athletic contests, exhibitions or events for which a fee would be charged to the public
  • Work on facilities used for sectarian instruction or a religious purpose

In July 2009, the government announced it would distribute a state’s full allocation from the Government Services Fund once its application had been approved.
